Why are warnings on cigarette packs in the US ineffective?

Many countries around the world have been witnessing a decrease in smoking, amongst other things, thanks to the stirring graphic warnings placed on cigarette packs. Cigarette smoke is known to contain over 9,000 chemicals, 60 of which are known carcinogens. However, most adults in the US can only name a few toxins, namely Tar and
